A Seminar for Credit Analysts on New Jersey Statutory, Current Fund Accounting

Details: 

Jon and Dave intend to help credit analysts understand the differences in current fund accounting versus GAAP-Based, Accrual accounting. What adjustments should municipal analysts make when analyzing these statements in order to understand a municipality's credit position in terms of liquidity and profitability, for example? They will take us through an example case study, showing the GAAP conversion.

Speaker Biographies:

David Miller, CMFO, CCFO, CPA, RMA

First, spending eight years as a municipal auditor, obtained a unique understanding of the financial, operational and regulatory side of county, municipal, authorities and school finances.  Dave then joined the State of New Jersey to implement GAAP financial reporting to New Jersey municipalities.  He then was assigned to the City of Camden as team leader to oversee the financial operations of the City.  He then became the finance officer for the City of Camden.  Dave is currently the Deputy Administrator for the County of Mercer and the Chief Financial Officer for the Borough of Haddonfield. 

Dave earned his Bachelor of Science degree in Accounting from Rutgers Camden

Dave is presently serving as the President of the County Finance Officers Association of New Jersey.

Jon Rheinhardt, CMFO, CCFO, CTC, RPPO, QPA, MPA in Public Administration

First, spending five years as a municipal auditor, Jon obtained a unique understanding of the financial, operational and regulatory side of county, municipal, joint insurance fund and school finances.  Working for the County of Morris as the Assistant Treasurer for over seven years and the Borough of Wharton as the Administrator, Finance Officer, and Qualified Purchasing Agent since 2003 has given Jon the ability to experience municipal government operations from both a large organizational view point down to a small town.

Jon served as the Chairman of the Morris County Municipal Joint Insurance Fund (MCMJIF) and has also served as the Chairman of the Municipal Excess Liability Joint Insurance Fund (NJMEL) at the statewide level.

Jon is also an instructor for Rutgers teaching the municipal finance courses to those seeking certification as CMFO’s in the State of New Jersey.

Jon earned his Bachelor of Science degree in Accounting from Rider College, Lawrenceville, NJ and his Masters in Public Administration from Fairleigh Dickinson University, Madison, NJ.

Jon is presently serving as the President of the Government Finance Officers Association of New Jersey.
